Kazakhstan is poised to adopt a revised Water Code by the end of 2024, currently under consideration by the Mazhilis, the lower chamber of the Kazakh Parliament. The updated legislation aims to address water management challenges by promoting efficient water use, integrating water-saving technologies, and improving response to extreme events like floods and droughts. This move follows President Kassym-Jomart Tokayev's directive in February 2022 to update the outdated 2003 Water Code. The new code will emphasize integrated water resource management, basin-based management, public involvement, and water security as a national priority. It also outlines responsibilities for managing water infrastructure, promotes scientific approaches to water management, and aims to enhance legal and regulatory frameworks. Key strategic initiatives include modernizing water infrastructure, digitalizing water metering, and strengthening transboundary cooperation with neighboring states. Additionally, the ministry has developed a concept for water management for 2024-2030, which includes building new reservoirs and modernizing irrigation systems. Addressing climate change impacts, such as glacier retreat affecting water resources, is a crucial aspect of the new water strategy.
